You have to have some way to control pitch. This is usually done with a control surface at the trailing edge of the horizontal stabilizer called the elevator.

Given your wing dimensions, your plane's wing area will be 100 sq.in. which seems fairly small to implement flaps or ailerons. For planes of this size, rudder/elevator control with appropriate wing dihedral might be the best way to go.

Anyway, basically unless you have something quite unusual in mind: 'Yes' you need moving surfaces on the tail, they are called elevators.
I think if you want to design your own plane then you need to get your head around some of the basics of airplane design otherwise you are going to be guaranteed disappointment.
